Some people say use baby lotion others say use vaseline. I want to know which is best if any? Is there anything else out there that you suggest I use?

Don’t use either one ESPECIALLY vaseline. It will make it super greasy and VERY difficult to wash out once there is build up.
As crazy as this sounds, use KY Jelly (you don’t have to tell anyone if you think it’s embarassing). Buy a special tube for baby, trust me. It’s specially formulated to NOT be irritating, and it isn’t greasy. The nurse in the OB unit told me to use it when I had my baby!!!
Try baby oil. Thats what I use and it works great.
I was always given Pink Moisturizer (pink bottle – can’t miss it). That’ll work. As she gets older, use “Just 4 Me” or something similar. Baby lotion normally works for baby’s with “mixed” hair.
Use baby lotion and baby oil if she has dry scalp. That’s what I used on my babies.
